On March 30, 2026, Israel's parliament passed a law mandating death by hanging — exclusively for Palestinians.

Not for Israeli settlers who kill Palestinians. Not for Jewish Israelis who commit the same acts. Only for Palestinians.

The specifics:
→ Mandatory execution by hanging
→ Must be carried out within 90 days of sentencing
→ No right of appeal. No pardon. No commutation.
→ Simple majority conviction — not unanimous
→ Access to legal counsel restricted
→ Military courts with a documented 96% conviction rate
→ Jewish Israelis explicitly written out of the law

The United Nations called it a "discriminatory regime of capital punishment."
Human Rights Watch called it a "hallmark of apartheid."
The Knesset's own legal advisers called it unconstitutional.
Germany, France, the UK, Australia, Canada, and the EU all condemned it.

The United States State Department called it Israel's "sovereign right."

The PASCA Act (Protecting American Sovereignty and Citizens Act) is a word-for-word structural mirror of Israel's law — with one substitution:

Where Israel's law says "Palestinians" → we wrote "Israeli nationals."

Every provision is identical. The special tribunal. The simple majority conviction. The mandatory hanging. The 90-day execution window. The no-appeal rule. The explicit exemption for the dominant population.

We're sending it to Congress. And we're asking them to vote on it.

Because we want every member of Congress to answer ONE question — on the record:

**"If mandatory ethnic capital punishment is acceptable when Israel applies it to Palestinians — is it acceptable when applied to Israeli nationals?"**

A YES vote endorses ethnic-based capital punishment as legitimate law.
A NO vote acknowledges that Israel's law fails the equal protection test — a principle the United States is treaty-bound to uphold under the ICCPR and morally obligated to uphold under its own Constitution.

There is no neutral position. An abstention is also an answer.
